I recall reading a thread where the idea was brought up that secure containers should be hack able. I donĘt recall what happened to said thread so if my idea was already talked about I apologize.
Currently we have literal clouds of GSC's and other secure containers floating around many asteroid belts. These cans have been long abandoned by most of their owners, each one taking up a tiny percentage of the server space yes, but its basically a death by a thousand cuts scenario in that each one contributes to the over all lag of some locations.
What I propose is the ability to hack these containers to gain access and even have the chance of capturing said containers. How I recommend this be done is that instead of it being random or skill based it would be determined by how many characters are in the targeted containers password (max 25) combined with skill level. Here is how I see it:
You go up to a container, activate the panel, it displays the normal "enter password" window but includes a extra button for non owners called "Hack". Clicking this would bring up a window that would have a _ representing each character in the password, IE this:

Upon activating the hack several things would happen, 1. a 15 minute timer would begin to count down (yes this can result in container baiting but like everything in eve you do not get a free meal), 2. each _ would suddenly show each character in the known english language and number 0-9 at an incredible pace (this is really just for show). As your hack does its thing each character will eventually be *****ed:

The longer the password the longer it will take but the higher the skill the less time total you will spend hacking the container, lets say this skill reduces 10 seconds for every level, meaning a level 5 can shave nearly a minute of waiting.
Eventually the container will be completely hacked, presenting the password:

You then press okay and then gain access to the container to take its contents.
The total amount of time it takes to hack a container would be determined by the passwords strength, IE if it is a combo of alpha and numeric it will take longer then just an alpha only password.
Now, to deal with the cloud of GSC's. Most if not all secure containers come with 2 passwords, one for general access the other for configuration. If you choose to hack the configuration password you will go threw the same hacking process but this time there will be a chance, determined by the level of your hack, that you will either get the container to become yours or not.
Now earlier I said that the password can be up to 25 characters long. While some may think this is way to long consider that the owner has to also remember said password string every time they access said container. To also determine if a container is worth hacking you merely have to scan it with a cargo hold scanner. If you find a container floating in space loaded with faction stuff it may very well be worth the time and risk to hack it.
